By open circuit do you mean that the part is not powered?

Hi Mark,
As this is an old National Semiconductor part, I do not have access to design documents. The feedback resistors could probably be measured using a small voltage (less than ~200 - 300mV) applied at the output. If the voltage is near a diode drop, the body diode of the BJT will start conducting current and throw off the measurement. Additionally, if a negative voltage is applied from OUT to GND, it is a similar story because there are likely ESD diodes that will begin conducting if the voltage applied is close to a diode drop.
