I'm trying to simulate the buck controller TPS40305, seems even the model test circuit is not working properly.

I think I found your issue. Your simulation only shows through 1.2ms. The model is accurately representing the TPS40305's 1.9ms start-up calibration. If you let the simulation run longer, say 2.5ms, you will see the SS/EN pin pull low, then rise and the part start up.
