I have a LiPo battery cell with a voltage from 2.7V to 4.3V roughly. I would like to use this power source as the input of the TPS61099 3.3V fixed output. Is it alright that the input is greater in voltage than the output?

Hi Michael,
for boost converter, output should always greater than input. for your application, a buck-boost converter should be used.
