TPS61176: PWM Duty at 100Hz.

Yes it is OK to set 1% at 100Hz. Since it is using PWM dimming mode when input PWM duty is low, with such low frequency, the flicker on LED may be caught by human eyes. So that the device need to be set at fixed frequency PWM dimming mode.
