TPS2660: Part not shutting off, 20mV on out pins

Hello,we are using your TPS26600PWPR e-fuse. We need to minimize our quiescent current so we 4 times the values of R1, R2, and R3. When we do this, we reduce the quiescent current but see 22mV on the output (pins 15 & 16). Is there a minimum amount of current that needs to flow to shut off the part?

TI spreadsheet: Vin(max) = 18V, UVset = 8.6V, OVset = 18.6 V, Imax=2.2 A

TI spreadsheet recommended values: R1=412Kohm, R2=35.7Kohm, R3=30.1Kohm

We used R1=1.65Mohm, R2=121Kohm, R3=121Kohm.
