customer don't want to reduce Vout in standby mode and want to stay with 12V. What to change? Also is there formular to adjust standy Vout?

shorting Pin2 and Pin3 of Q6 in below circuit can keep output voltage at 12V.
The reference voltage VREF of U2 is 1.25V, the output voltage Vo=VREF*(R19+R23//R56)/(R23//R56).
R23//R56 means the resistance of R23 in parallel with R56.
