TPS62142 datasheet mention maximum input voltage is 17 V, that is a continuous voltage, but about transient voltage, what is the maximum transient voltage the converter can handle?

The recommended and safe VIN is 17V.
20V is absolute maximum voltage, However, exposure to absolute-maximum-rated conditions for extended periods may affect device reliability.

I understand that, in fact we are using 13.5V but always when you connect there is a fast transient voltage, so, I am using a TVS but I wanna have the data about the maximum fast transient voltage the converter can handle without a TVS, is it the same as continous voltage, 20V?

17V is the safest level. 20V is the abs max, means the device will not be damaged if exposed to 20V , but if the device is exposed to 20V conditions for extended periods may affect device reliability.
My recommendations is to safely design for 17V.
