The maximum dropout at max load and across temperature is spec'd at 250mV, so normally all that would be required is to have VIN > VOUT + 0.25V under all operating conditions. However, since the datasheet specifies to use this LDO with VIN >= VOUT + 1V, that is what should be followed. That is not to say that it will not work with VIN < VOUT + 1V -- it may just be that there is some undesired behavior when this condition is not met.
