I am looking to get a copy of the reference firmware for the UCD3138CC64EVM-030.
The designer program has the reference firmware within it already? Could you provide me steps to access it?

Hello,
There's no firmware flashed in it if it's a fully new board. Please note that UCD3138CC64EVM-030 is only a control card for UCD3138 digital controller. It's used either as a stand-alone board to study the UCD3138 device, or as a control card for implementing a fully regulated power converter based on topologies such as PFC, LLC .etc. So it's really depends on which topology you'd like to work with.
