UCC2813-2: ucc2813-2 during start Up

With a large output Capacitance, can hiccup current limiting be avoided during start up with  the UCC2813 device?  Using the UCC38C43 part, it   takes approx 12ms to rise from 0V to regulation point.

In my simulation, hiccup operation results in non monotonic start up. Can this be avoided? e.g. by using  an external soft start circuit to avoid the internal 4ms limit (only during initial start up)
