TPS63002: High current draw and inductor short to GND.

Hi,

We have a challenge with the circuit attached, and IC5 (TPS62002). 

When IC5 is enabled, we get 0.7-2.5A current draw, and a consequently warm chip. 
On those PCBs having this problem we measure 55ohm (short) between L1/L2 and GND. 

It seems like turning the circuit on for the first time leads to the short between L1/L2 and GND, since all untested PCBs shows around 3Mohm resistance between L1/L2 and GND (as they should).

Around 10% of our PCBs behave like this. The others behave normally. 

IC4 (TPS63000) behaves normally.

Any ideas?
