BQ24262 Outputting 1.8v when Battery Input is 3.7v

I'm supporting a legacy design that uses the BQ24262YFF (I'm aware the part is EOL). A re-spun of the board was done using the same battery charger IC and we are finding that when we plug in a 3.7v source into the BAT pins with no external voltage applied to the DC In pins, we are getting an output voltage of 1.8v on the SYS output, when we are expecting 3.7v. When the charger only has 5v applied on the DC Input, and no voltage source plugged into the BAT pins, we are getting an output of 4.2v which is expected?

The original design of the board does not exhibit this above behavior, so is there a particular fault that would cause the SYS pins output 1.8v when only 3.7v is applied to the Battery input pins?
