We used the TPS563231 chip for all power regulators except High Voltage this time.
However, it seems that this chip consumes a lot of currents when it operates in the early stages. 
Attached is our circuit diagram below.
We experimented with two power supplies.
Only VIN and enable signals(3.3 voltage level) were connected, and out voltages were not connected. (unload R203)
 

In conclusion,
When this TPS563231 chip is enabled, it seems to use a lot of currents. 

So it doesn't work safely as the voltage drop occurs.
The picture below shows the VIN and Enable signals taken with the scope. There's a 1.2v drop.

The VIN was raised to 5.5V to maintain more than 4.5V even if the voltage dropped, but it is still unstable.
