When charging 7-cell NiMH rechargeable batteries with the BQ25171 EVM
STAT1 and STAT2 both go LOW.
I think the above is due to VOUT < VRECHG.
Is there any way to recover this condition and charge normally?

For non-recoverable faults, an input supply or CE pin toggle is required to attempt charging after the fault is detected. You may want to raise the charge current or increase the charge timer to avoid this.

Regarding the CE pin toggle above, it is usually I usually set it to LOW, so should I drive it from High to Low? Is it enough to drive it from High to Low?

When charging is enabled /CE is pulled low, so to toggle /CE you will need to drive it high then low. Note that the pin is also internally pulled low when left floating.
