TPS92314: decrease startup time without increasing standby power?

The design is based on PMP4448 but there is a requirement for a fast start up as it is coupled with a light sensor.

For 100VAC the delay measure seems to be > 2 sec which is outside of the requirements. Also decreasing the R6, R7 lead to increase the standby power which fall outside of the requirements.

-Are there some other options to achieve fast start/low standby with TPS92314 which is a common requirement for modern LED lighting?
TPS92314 was chosen as it is readily available (on TI.COM stock), compare to some other ICs.

-Are there other TI options (that are as well easily available) that could meet those startup/standby requirements (and close to the PMP4488 specification)?

For future devices it would make sense not to have to sacrifice standby when tuning startup .
