My customer is considering to use LM5109B half-bridge driver as 2-ch independent driver. In this case HS is shorted to GND. Is this usecase no problem? If it's okay, is there any point to be cared?

It sounds like your customer wants to use the LM5109B has two low side drivers is that correct? I assume when you mention HS connected to ground, this is the proposed use in the application.
The LM5109B can work as a two channel low side driver if the HS pin is connected to ground. In this case you can connect VDD to HB to share the same supply for the LO and HO drivers.
