LM317-N: Input capacitor

Hi support team,
In the Typical Application item on the first page of the data sheet,
About C1 (input capacitor).

* Needed if device is more than 6 inches from filter capacitors.

Should I place the C1 if the current is small (eg 30mA) but this distance is longer than 6 inches (eg 12 inches)?
