DCP021212 SLOW STARTUP

I have built several prototypes of a system where the current sensing and mosfet switching is floating above the load, and the load is tied to ground, in a 14VDC system.  The DCP021212 randomly takes from 0 to 10 seconds to turn on and output the 12V @ ~ 20mA load.  I have tried tying the sync pin high, and also left open (nc), and no help.  Has anyone ever seen this before, or have any ideas on what could be causing it?

    I reviewed the details regarding the delayed power -up event o f 0-10 seconds .What is the input power source  voltage and current limit ? The power source is in current limit.

    I have a concern about the comment regarding current sensing and mosFET switching.
