Could you confirm if this power module could support inverting applications, such a 3Vin to -12Vout?

Hi Sir,
You may need to look for a buck module. Buck can convert positive to negative with inverting buck-boost topology and boost can convert negative to positive.
TPS82130 can do this, but you still need to double check with relevant Buck team for this request.

You can use a step down converter or module to get -12V from 3V.
Use the equation 1, 3, 4 and 5 in https://www.ti.com/lit/an/slva317b/slva317b.pdf to convert the inverting spec to step down specs.
Use equation 3 to determine the minimum vin spec of the step down.
use equation 1 to determine the device max voltage device max voltage needs to greater than Vin max + /Vo/
use eq 4 and 5 Make sure the minimum current limit of device is high enough for output current
Using vin min, vin max and Io (Iclx1.3 to 1.5) to narrow search.
