Hi Hollis,
R1 acts as a low-pass filter with C4 to provide a cleaner input to the VIN pin.
Current draw at the VIN pin will usually go to turning on the MOSFET, so VIN pin will usually consume current equal to the Qg_total*fsw of the MOSFET.
