We always recommend customer to use VBIAS>=VIN in system.
1. If customer use VIN = 5V and VBIAS = 3.3V, will it have any concern?
2. If yes, could you please describe more detail for reason?

Hello Hardy,
We do not recommend using VBIAS lower than VIN. VBIAS must be greater than or equal to VIN. If there's an issue having a separate supply for VBIAS then tie VBIAS to VIN. VBIAS is responsible for charging the gate, and other functionalities of the device.
