Can I use the function of charging the external battery and using the external battery to power up other circuitry when not in charging mode.

Thanks for reaching out. As stated in the datasheet, the input power source for charging the battery and running the system can be either an AC adapter or a USB port. The system (VSYS pin) can be powered by AC, USB or Battery but the power path will prioritize AC input over the USB input, and both over the battery input. The battery will be used to supply the system only when AC and USB are not present. This feature makes sure the AC and USB supplies are used whenever possible to save battery life.

thanks for the fast response, can I also check that when there is no AC and USB i understand that battery will take over.
while powering up my device using the battery can i choice on which regulator to power up to minimise current drawn from battery?

The figure below shows the recommended connections for the power path. This information can be found in the Brownout report.
