LM3224: Boost converter

As per the data sheet we design schematic for 12V/1A output, but during the testing time this board fail to delivered the power 12W at the output with 12w load. when we connected the load of 12w then voltage drop from 12V to 3v and current goes 2.03A. 

At no load condition output voltage is 12V .

At the loaded condition with load of 12 Ohm resistive load then output voltage = 3V/2.03A.

1. Is this schematic is valid for 12V / 1A output?

2. If it is valid then which component will be change according to 12v/1A output ?

3. Is this chip able to delivered the power of 12W = 12V/1A ?
