Why Iref value on TL431LIB is big different from Iref pf TL431AI? Please advise us.

TL431LI and TL431AI are completely different products. TL431LI series supports max IKA = 15mA whereas TL431 series supports 100mA current. Below FAQ link explains different 431 products nomenclature. Please look into it for more clarification -
