Hi Michael!
You can set Vref as 0.85V and 0.9V by programming. By this way, you can connect Vout pin to Vfb pin directly.
Besides the Vfb divider, there are other resistor and capacitor in the converter. Such as compensation parameters Rcomp and Ccomp, the output capacitor.
These parameters are all determined by switching frequency, Input voltage.

Vref can be programmed individually, from 0.6V-1.87V.
Suggested parameters:
L=0.68uH, Rcomp=10kohm, Ccomp=15nF, Cout=2*22uF(10V).

PG can be used to enable CE of second device. You need to pull up PG to VDD with a resistor.

Because EVM board is not external. In EVM, it need to supply VIN. Then CE will be high because the internal pullup current. After these being done, the device can be programmed.
It need I2CALERT , this likes a watch dog to feedback the error state.
