TPSM53604: PGOOD voltage

Besides the recommended max voltage of 18V and current sinking requirement of 3mA. Can PGOOD be pulled up to any voltage within the system?

For example, we want to pull it up with 10k to a downstream 3V3 rail whereas our converter outputs 5V.

    Yes, below is the power good description in datasheet

    Power Good pin: Open-drain output that asserts low if the feedback voltage is not within the specified window thresholds. A 10-kΩ to 100-kΩ pullup resistor is required and can be tied to the V5V pin or other DC voltage less than 22 V. If not used, this pin can be left open or connected to PGND.
