I'm designing a PoE+ (13W) device for which I need an insulation of 3-4kV instead the usual 1500V.
Does TI have an Application Notes or White Papers related to the problem above?

Please see the following app note on Surge protection: Lightning Surge Considerations for PoE Powered Devices
The 1500V is typically driven by the transformer. TI does not make transformers, so you will need to work with your magnetics vendor for this. Thanks.
