I am using the TPS7H2201-SP component and I am unable to switch off the load. I have a 5V input, when I turn the enable low my output only reduces to 1.3V
This is my implementation. The enable signal has no noise. I measured some of the other pins when EN = 0V
CS: 0.1V
OVP: 0.49V
RTIMER: 0V
IL: 0.113V
ILTIMER: 0V
SS: 5V
VOUT: 1.3V
The device turns on as expected.

Can you advise on what load is seen on Vout when disabled?
There is a Vin to Vout forward leakage that likely is the culprit.
This is specified as worst case 3mA in the datasheet.
If you have a high impedance load, the forward leakage can charge up Cout.
If this is the case, you can add a pulldown on Vout to minimize the charge buildup on Cout.
