TPS1663: About Short circuit protection

Short circuit protection is described in the electrical characteristics of the data sheet as follows.
Does 45A indicate the maximum current that flows through the FET during a short circuit?
Or does it mean that it is okay to flow 45A in the event of a short circuit?

    During short-circuit, the turn-off response depends on the magnitude of the short-circuit current

    The device has fast-trip threshold set at 2xIOL i.e., 2 times the current limit value. For example, if you set 6A current limit, the fast-trip threshold will be 12A. the short-circuit current around that will takes 3.2us to respond.

    If the short-circuit impedance is very low causing large short-circuit current exceeding ISCP 45A, then the device will turn-off in 1us (typ)
