UCC256404: Standby power without PFC at 90-Vac input

Can UCC256404 alone (without PFC) meet "Less than 300-mW standby power consumption with 150-mW load" at 90Vac?

PMP40580(TI reference design using UCC256404 and UCC28064) says ”Less than 300-mW standby power consumption with 150-mW load.

There shouldn't be problem, in case your transformer is well designed.
