I read TPS7A7001 datashhet and found RθJA is 46.4°C/W, RθJC(top) is 54.2°C/W. I am not sure if RθJC(top) is error or not. Why RθJC(top) value is bigger than RθJA one?

Depending on package type and board layout, this value can be larger.
The application Semiconductor and IC Package Thermal Metrics note gives a fair description for all the thermal metric values.
