The polarity is active high when logic result is true, does it mean the output is low when the logic input is NOT true?

And Vise versa

Yes. The polarity defines the actual output state.

Let me know if I am correct, If polarity is set to high for output logic gate, OR gate for example, it also means output stays low before any event send to the input. Right?

If the polarity is ACTIVE HIGH, the physical output will be HIGH if the final OR-gate logic is TURE, otherwise the output is low.

Vice versa for the polarity is active LOW case.
