LM3150: Can it be used as a fly-buck?

Hi TI Teams.

①Is it possible to use LM3150 as a Fly-buck?

The primary output is 3.3V/1.5A, second side output is 5V/100mA,±15V/150mA.

②I understand that the requirement for the fly-buck is that it must be able to tolerate negative inductor current.

Therefore, I believe that it must be a synchronous buck converter and must not go into PFM mode at low loads. Is this idea correct?

③What is the difference between a fly-back IC like LM5160 and a general-purpose synchronous buck converter?

I believe that a synchronous buck converter can be used as a fly-back if the conditions described in (2) can be met.
