BQ24610EVM: Powering the Board

Hi Team, 

Since the input is an AC wall adapter and the standard voltage is 230VAC 50Hz in Germany and 120VAC 60Hz in the USA, the maximum input voltage is definitely overshot by 428.5714% in the USA and by 821.4286% in Germany, therefore, how was the voltage stepped-down to a maximum of 28VAC? There is no step-down transformer or full bridge converter used in the design.

I have a question about the Path topology used for designing a device that can charge a battery and at the same time detect whether the battery is full so that it can power the system load automatically or use the battery to power the system automatically if the power source is not there.

But the problem I have understanding the design is that it requires AC from wall adapter to power the device but the maximum input is 28V, therefore, which 28V is this? Is it AC or DC?

Question 2. If the input is an AC wall adapter, does that mean the IC is powered by AC power, therefore, requiring only AC sources only for it to function? I am now confused with the required input power source type. The user guide says AC voltage supply while the schematic does not support it. In addition to that, the user guide says the maximum required voltage is 28VDC not AC.
 
Question 3: If I am not wrong, I am guessing the PVCC (TP2 in the diagram link: https://www.ti.com/lit/ug/sluu396a/sluu396a.pdf?ts=1659345663996&ref_url=https%253A%252F%252Fwww.google.com%252F&_ticdt=MTY1OTYzNDU1OHwwMTY5Y2E4NDcxMTkwMDFmMjcxOWI1OWVhMmMzMDMwNzIwMDI3MDZhMDA4NmV8R0ExLjIuMTUzOTE0MTQ1MC4xNTU3MDQ0ODA5fDA) is a DC source, does that mean, it also accepts a DC supply voltage connected via PVCC?
 
Lastly, what is the function of SI4401BDY-T1-E3? It has a rating of MOSFET 40V 10.5A 0.014Ohm, which means it cannot handle voltages more than 40 voltage, won't the chip burn under the AC voltage input rushing into it?
