TPS7A49: When the TPS7A49 EVM NR/NSS is grounded, the output voltage is 0

When the TPS7A49 EVM NR/NSS is grounded, the output voltage is 0.

The chip manual explains the Colum to soft-start, so why is it not possible to start if it is grounded?

What's more, when i changed the input vlotage from 7V to 10V to 30V, the output voltage became 4.9V to 2.8V to 0V.

The output voltage satyed in zero until i add a Capacitor to the pin.

I have 2 assumptions my voltage rises too quickly, or the pin really can't be grounded.x
