For a fly-buck converter you would need a device that features a FPWM mode.
In that case the light load Iq will always be greater than an ordinary buck operating in light load mode.
You might wish to look at the LM5168F or LM5169F. However, I don't think you will get very low Iq with a FPWM fly-buck
