  I am researching what design might be suitable for your requirement, and it would be very helpful if you could provide a block diagram, as well as the operating parameters.  Such as battery voltage, operating current, etc.

Also, is the device connected to the USB port also using the USB for data exchange, or is the USB Port connection only for charging the battery in the device?

The device connected to the USB port will be an Android Smartphone, PC or similar. This charges at 5V and also has data exchange.

Move to BMS/BCP or charge device, HSSC don't have such device

There is no charger that can communicate directly with USB-C port.  There is also no charger than provide battery percentage but most new chargers have an ADC for instantaneous voltage and current measurements..  The reference design at the link below uses a TPS25750 USB port controller plus BQ25792 but is a bit overkill for 1S application.  The gauge team would have provide a recommendation for gauge for tracking battery percentage.
