may I know what is this bit function for?

and why choose 3.8V?

    Hi, Fred,

    This bit is to discharge BAT cap when the battery pack entered ship mode (or disconnected from the charger). 3.8V is a target voltage to make sure it is not high enough to wake up the battery pack during shipping mode.
