I would like to control the Vout (set to 0.9V) start up time between 150us to 3ms from VIN=3.3V.
This device has typical 500us soft start.
Could you advise if this device can meet my requirement over PVT?

Is this an EN startup parameter?
Linked below is a bit of literature on how to insert external circuitry to slow down the rise times of the LDO's startup. This device however does not have any externally adjustable internal softstart. Is this was you're looking for?

Sorry for the delayed response, the team is getting back from the US holiday today. There is no hard spec for this at final test, but a 70% variation on the low side and a 500% on the high side is much looser than we would expect our device to perform at. With exceedingly large COUT, you may see the output struggle to get all the way up in time, but that would require excessive COUT.

Is there design target spec of the tolerance data? No need to guratee but I need an evidence to make sure it start up within the limit.

The design has told us that they believe the start time will not be above a 50% variation across more than 3 sigma, and they do not expect any escapes as low as 70%. The design spec is the 50% number that I initially gave you
