TPS564208: WeBench does not calculate the in rush current in a suggested power supply design

I designed a power supply using the switcher TPS564208 and WeBench. The design requirements are: Vin_max =12.0 Vdc, Vout = 3.7Vdc, Iout_max = 3A.

Using WeBench I had the design as follow:

Cin = 2x 10uF @10Vdc (P/N: C1210C106K3RACTU)

Cout = 3x 22uF @10Vdc (C1206C226K8RAC7800)

I hooked up the output of this power supply to the power input of a modem which requires: Vin = 3.7 Vdc and Iin_max = 1.5 A. And I found out that this power supply could not provide enough initial power (in rush current) to turn on the modem.

What's wrong with WeBench suggested this power supply design?
