The U3B/U3A are inverters are used to turn the RC delay signal back into a square wave. The RC dead time delay gives the control signal an exponential shape, so by using the inverter's intrinsic voltage threshold, we can eliminate the exponential signal and return it to a square wave.
Here is an illustration of this point, where the green signal is before the U3B/U3A inverters, and blue is after:
Now we have a clean pulse to use for the input to our devices. Please let me know if you need any further explanation.
