TPS65131: Can't get proper outputs, startup failure?

I have also removed C118.  Also, the chip is making a clicking noise.

I'm trying to get -9V and +9V out.  Instead my +9V is 10.2V, my -9V is not stable, around -12 to -14 and always moving.

I have also removed R83 and R84 to remove the load:

Wondering if you have any advice.
