The output current for this device is 0.7A: 700mA DC load

In Figs 1 and 2, the current value changes with Tw, but how should we think about DC?
Is the graph the same for Tw=30ms and DC?

yes, there is a settling time component for the current limit of the device. With the power dissipation, the heating occurs at a rate and at 1ms it has started, but 30ms is quite a long time for the IC, so it is representative of the DC current limit operation as thermal saturation has most likely occurred.
However this is a current limit graph. We do not recommend operating the device in current limit, 700mA is the maximum current we recommend applying as a DC load for the TL783
