BQ79718-Q1: How to read CMIC data without using EVM bridge ICs?

BQ79616-Q1 is a similar cell monitoring IC, can you tell me some examples of communication for that?

Will the following command work? Does this command simultaneously wake-up the IC or do I have to send some other command for that?

You'll need to send a wake ping to BQ79616 through UART to wake up the device. After that you'll need to auto address the device if you're using more than 1pcs BQ79616. If you're only use 1 pcs device, you can skip the auto address and just use the single write/read command to communicate to the device.
