Figure 9-1 on the datasheet, references using the Status output to connect Vsupply to Vload through a FET.  In an earlier note on the datasheet it is stated that 5V must be present on Vout to activate the part.  Vload and Vout are connected. Does the status output pull low before 5V is applied to Vout?  If not, it seems that this circuit will not work, as the FET will never turn on, since the FET is needed to turn on to apply 5V to Vout and turn on the device.

    The bypass swith is not for startup purpose. It is used to reduce conduction loss when LM51501 is in bypass mode.
