LM2776: USING THE LM2776 TO POWER OP AMP NEGATIVE RAIL

I am using the LM2776 to supply the negative rail of a dual supply rail to rail in & out op amp. If the LM2776 has no output for the negative rail but the positive rail is still there, will the op amp swing to the positive rail or is the output resistance low enough so that the output will be 0 volts?

Description of the circuit:

The op amp is powered by +/- 3.3V using the LM2776 to generate -3.3V from the +3.3V. It is in the inverting configuration which takes the -3.3v input with inverting unity gain to generate an output of +3V. The op amp load is very light.
