BQ24192: Low sys voltage without battery being present

I am trying to bring up a new board with a BQ24192 chip as the main charge control and power converter. I wanted to test out the circuit without a battery to make sure it was functional before adding a battery. According to the datasheet and a related question the bq24192 chip should attempt to regulate >3.5 volts and the PG signal should be brought low if sufficient power is applied. I powered the circuit with 5 volts and measured that Vbus is 5 volts. However the SYS voltage is holding at 0.9 volts with no load on the SYS pin (that I know of). Another interesting observation is that BAT pin seems to be at -1.4V.

Could someone help me understand if this is normal behavior and if not what is wrong with how the system is setup in the schematic below?
