TPS61194Q1EVM: OUT PIN C10~C13 2200pF circuit

Hi Team,

In TPS61194Q1EVM or LP8867Q1EVM, I found 2200pF between out Pin and BOOST.

I assume this is used for out Pin short to BOOST protection. 

It can protect the IC from damage in soft short (i.e. high-ohmic resistance) condition, am I correct?

Could you kindly explain the mechanism of this circuit? (Clamp the out PIN voltage when switch off??)
