BQ25731: What is the proper way to connect CC1/CC2 and D+/D- pins to BQ25731? Do I need to use a USB-C PD decoy?

I want to use BQ25731 to charge a 5s battery pack through a type-C port. I want to be able to use a computer charger to charge the battery pack and I am confused on how to setup the USB-C port since there is not an example on the evaluation model or the datasheet. 

A USB-C decoy would be able to do the power negotiation for me and take care of D+/ D- and CC1/CC2. From there BQ25731 would take in 20V, boost it to 24V, and charge the 5S batteries. Am I on the right track with my thinking process? Or is BQ25731 capable of doing that power negotiation itself?
