NO-FPWM is called PFM mode, it will get higher light load efficiency, and the inductor current is different, At heavy loads, the device operates in PWM at a constant switching frequency. At light loads, FPWM will keep the frequency, but PFM will operate in diode emulation, allowing DCM. This reduces the input supply current and keeps efficiency high.
you could search in DS for mode operation for more detail ,and view the efficiency curve to help understand.
